Shouldn't there be more stringent laws for ownership of birds of prey ?

The law stands anyone can own a bird of prey , should it not be that its illegal to sell to Joe public and advertise such animals in a news paper. I knew a few people who own such animals and they have no clue what has to be done . Animal cruelty wont take them away because there is no place to house such birds . I may be a hypocrite because i have owned such birds BUT i knew what to do with them and didn’t flaunt them about and use them as a trophy.
