The line is something to the effect of
“You can get more of what you want with a kind word and a gun, than with a kind word alone”

I thought that this was from Capone. Googleing the phrase turns up the 1987 film, The Untouchables, with Capone saying the line.
I just heard that it was Roosevelt that originally said the line.
Does anyone know who originally said this line?
