Is there any way to make an official iPhone app without installing Leopard?

The guys have been trying to figure this out all evening, but I think Fluther can give them the answer. They have MacBooks, but do not have Leopard. Is there any way they can make an official iPhone app? Is there a version that runs on Tiger?
