Is your cat obsessed with thumb tacks?

Recently, my cat has become obsessed with pulling off notes I put up using thumb tacks on this board on the back of my desk. He doesn’t use his paws, only his mouth. He’ll bite them, and pull them out, and then just drop them.

I’m a bit irritated with it because it’s a way to keep organized. And I am also worried he might accidentally swallow a tack.

How can I get him to stop? I’ve tried tapping him on the nose and saying “no”. But alas, he still goes after it, and seems like he wants to whine if I don’t let him.
