Puppy house training issues?

My puppy is 5 months old and having issues with toilet training. I have been told by several sources that there can be increased difficulty with smaller dogs or dogs of his breed and toilet training.
He is a maltichon (maltese x bichon frise).
We have made huge efforts with him (ie puppy classes, positive reinforcement etc) but he still seems to prefer pooing inside.
We take him out and he pees outside in the lawn and then plays around in the lawn for up to 15 minutes. Once inside, he then poos.
Does anyone else have issues with this or advice?
