Is there a cosmetic surgery I can have done to make my lips thinner?

I have full, pouty looking lips and I hate them so much! I don’t want really thin lips because I know full lips are an ideal thing, and most people think I’m crazy that I want thinner lips. But is there some sort of cosmetic/plastic surgery procedure I can have done that will take some of the fat out of my lips/reshape them to make them thinner? Also my lips sort of make me look like I am frowning or something, and I know some people who have this natural upwards curve to their lips. It looks like they are just happy all the time. Is there some sort of procedure that would make my lips do that?
