Has anyone not gotten a counter offer when making an offer on a home?

I’m watching HGTV and the buyers are talking about being scared they won’t even get a counter offer on a house they want to buy b/c of a low offer they are making. It got me thinking… why would someone trying to sell a house not at least give a counter offer? All you have to do is tell your agent and sign the paper… I just don’t see why any seller wouldn’t at least try. We’ve given lower offers on our homes and always have received counter offers.
