What's behind puppy breath?

Young puppies always have that pleasent “burnt” smell to their breath. Why is that? I don’t think it’s from mother’s milk because even weened puppies have this. Unfortunately it doesn’t last terribly long before regular dog breath takes over.
Any theories on this?
