Does anyone know why the school speed limit is in effect during the lunch hour?

It’s not like kids walk home for lunch any more, like they used to. I taught school for four years, and not ONCE did a kid walk home for lunch. In fact, now-a-days I don’t think the schools would even let them. Liability and all that.
