Why is Obama so weak on GLBT rights?

Why does he claim to be a fierce advocate for gays, lesbian, bi and trans people but he has so far done nothing on issues like Dont ask dont tell, defense of marriage act or employment discrimination bills?
He could simply use his executive office power to impose a “stop loss” order that would prohibit the banning of military personeel who came out of the closet, but he has not done so during his almost first year in the office.
Has he been playing along with GLBT and their allies all along, and he simply don’t care, like most democrats?
