I'm curious as to why people scratch their heads when thinking about a problem?

I see this a lot, I even do it myself, but the action seems odd when you think about it. Your brain is in your head, but you can’t touch it without causing yourself great harm. So my question is, why do we scratch our head when we are puzzled? What purpose does it serve? This image got me to thinking about this particular human action.
