Why will Windows Installer not work?

Recently, every time I try to install something, Windows Installer pops up, reads “Preparing to install…”, and then an error message reads: “The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.” Its a 5-year-old Dell Dimension 8400 desktop running XP SP3.
