Do U. S. Citizens and residents have a legal or constitutional right to "life, liberty and the pursuit of happiness"?

The phrase “Life, Liberty, and the pursuit of Happiness” appears in the Declaration of Independence; have these concepts been codified into law, either in the Constitution, or other?
