How can I download a ringtone from my laptop and put it on my phone?

My phone is the enV3 (Verizon), but I am without a data plan (no access to interwebs). So, is there a way to download a ringtone file off of my computer and then use it on my phone? I do have a USB cable for it.
Recently, I tried syncing a ringtone to it via Windows Media Player but I just plays as music and I can’t set it as my ringtone.
