How do I get my touchpad scroll and double click to work again?

I have a dell Inspiron 1525. With windows 7.
Recently, I had to use system restore (mightve been before that..just never noticed), and after that, I was unable to use my touch pad to scroll, and use the two buttons together to click a link to a new tab.
How do I get it back?
