Neighbors dogs bark incessantly. What can I do?

I have a neighbor that has several dogs that bark incessantly all day long and into the evening. I have made several complaints to the police and animal control and have been stonewalled. Apparently he used to be a police officer and they continue to give him the benefit of the doubt at every turn. What and where do I get the strongest ultrasonic bark trainer known to man that I can install? Much more of this and A felony may be perpetrated.
