In the Buffyverse, who were the "vampire with a soul" prophecies about? Angel or Spike?

Towards the ends of both shows, my attendance was a little spotty, but this question has been bugging me for a bit.

Angel was cursed with his soul (and still loses it from time to time), but Spike fought for his soul (and acts about the same without it). I do know Angel was supposed to have signed a contract giving up his rights to that prophecy…but was there a loophole, or does the golden boy get it?

Does the series ever even answer that, or just leave you hanging? Maybe the comics that continued the story answered it?
