Should There be Shipping and Handling Charges ?

When an item or service is advertised on television , radio, the internet , in magazines etc as “Free” , “Free Sample” etc . ; Should there be “Shipping” and / or “Handling” Charges added , or should there be absolutely “No” cost since the ad says “Free” ?
