Why are cats not required to be on a leash, like dogs?

Some people think the police can do absolutely everything. lady calls because her neighbor’s cats are pooping in her flowerbed and wants the cats arrested. i try to explain that i only handle people calls, not animal calls. the law requires dogs to be on a leash, so why are cats exempt? i did call Animal Control for her.
