Where to return a lost wallet?

I went for a walk early this morning and found someones wallet on the ground near my house. I want to return it, but don’t really want to meet up with them. Should I turn it into a police station? Or I can drop it off at their probation counselor, which is nearby. What do you think the best course of action would be?
