What is it about snow that makes people react as if it's colder outside than it really is?

I mean, when it’s actually snowing, the temps are actually quite mild. Right around 28 to 34 degrees, but “OMGosh! It’s snowing! Better bundle up!”

When the next day it may be clear, but 15 degrees and colder than heck, and people will go outside with fewer layers of clothes on than they did when it was snowing…
