I have a slight recollection about a certain music video that happened between 2000 and 2003 that involved penguins living in a city. Do any of you know the name of the song?

I involve penguins living in a city as if they were people going to work, living like homeless people, gong to war, etc… It been bugging me on and off for a while. I saw this video on the then-CTN.
