Is there a way to block all IP addresses from a certain state from visiting a website?

I am curious to know if it is possible to block IP addresses from particular geographies (e.g. countries, states, cities, etc) from accessing a website. As an example, if I launched a site and, for whatever reason, didn’t want people from Japan, Iowa, or Miami to be able to access the site, could I block them from accessing the site?
