Did i mess up my computer?

My computer used to show me optios while trying to open a new tab, like ” Use accelerator ” or ” Inprivate use mode ” but now when i try to open a new window it says: the webpage cannot be displayed at this time. Then I clicked the button for searching online and look for a program that could help me, i downloaded pareto logic file cure, nothing happened, then a tried google chrome, still the same, help!!! I’m afraid I will break the computer!
