How do I sue the management of the apartments where I live? And can I get money back for the months that I lived under stressful circumstances?

I’ve been getting harassed by tenants, and some of their kids and have made written complaints to the managers of my apartments, even have a police report for evidence of abuse. I also have been making written complaints about what’s going on here. It still persists. How do I sue the apartments? They haven’t been providing a safe living environment for me. And they don’t speak much English. I have also given notice and I’m moving to another apartment complex in less than a month due to the unsafe environment.
