Can I apply for a K-1 form if my fiancé is already in the U.S. on a student visa?

As far as I can tell everything says a K-1 Form is to bring a non citizen to the U.S. for 90 days to get married. If not married in 90 days the non citizen is forced to leave the U.S. Is there a different form that she needs to apply for a green card before we get married or does she have to wait till we are officially married to get a green card?
