Why do some HTML emails show in Outlook and some don't?

Hi! I have Outlook 2007 at my office. Some times HTML emails automatically show up (I just got one from Constant Contact that did), and sometimes I have to click a button to show the images. Why is that? Why would one just show up when another needs me to click something first? Thanks!
