Saving a .jpg as .xcf in Gimp?

I’m trying to save a file that was originally a .jpg as .xcf using Gimp in an attempt to preserve my layers.

For some reason when I try to save it as .xcf the file is coming up as broken. Any ideas what might be going wrong?
