If carpool lanes are reserved to encourage people to commute together and as a result have fewer drivers on the road, shouldn't the number of people needed for the carpool lane include licensed drivers only?

I often see people in the carpool lane with children being the extra passengers needed to drive in that lane, but it doesn’t really make sense. Those kids wouldn’t be driving anyway. Shouldn’t the carpool lane only be available for licensed drivers who are sharing the commute and thereby reducing traffic?
