Question about Wacom Bamboo Pen and Touch tablet?

I wanted to get this tablet and I was wondering if it was good for drawing? On the little video thing i watched, it didnt show much about drawing. Before I saw this tablet, I wanted to get Adobe Photshop Elements 8. I see that this comes with Adobe Photoshop Elements. It didnt say 8 so is it the same as 8 or different?
