Elections USA: What happens if none of the above wins?

Nevada is the first US state to require None of the Above (NOTA) be one of the choices on every ballot. California has a ballot initiative to follow suit. There are active efforts to add the NOTA option in Tennessee and several other states.

Political pundits say NOTA may derail Tea Party Republican, Sharon Angle’s chances of taking Democrat, Harry Reid’s seat in the Nevada Senate election this November. Right now, NOTA is only polling a bit over 10% of the vote, but a strong advertising campaign might push that number right up into competition for the win. So what happens if NOTA pulls out the victory?
