Does YouTube really showcase the truly talented or help non-talented people gain some fame?

Is YouTube really a ”king maker” or does it allow those with marginal talent or skill get noticed? When you look at YouTube there is a lot of people doing a lot of stuff, but a lot of people gain quasi-fame doing nothing but outrageous things that really doesn’t showcase any talent. Do YouTube help people with talent (even if that talent is more popular than great) like Justin Bieber get noticed, because had there been no YouTube they might never have gotten a break, or does it just allow someone doing crazy stuff and going viral to become popular and a cult favorite?
