The tributes and items at makeshift memorials be it for a celebrity, well-liked student, etc. what eventually happens to all the balloons, candles, flowers, cards, pictures, placards, stuffed animals, etc., especially if it spontaneously erupts in or on a highly public place? Do those required to maintain the grounds handles it or some other organization like the Red Cross maybe?
