Aquarium newbie here: Do fish tanks with filters still need water changes frequently?

I have 5 gallon and 1 gallon fish tanks – the 5 gallon has heater and filter, the 1 gallon just has a filter. Do I still need to change the water? Partial or full water changes? If yes, then how often?

Each tank has one Siamese Fighting Fish in it.
