[NSFW!] What if anything could be done about pro bono hookers?

NSFW!!] The city of Vallejo, Ca is becoming a hookers’ paradise. The city is broke and don’t have the manpower to round up all the “working girls”. Citizens have taken up photographing them, patrolling the streets, etc. You hear many say they are mad, angry, and they want the prostitutes to take their trade and go elsewhere, because they believe it is filthy and ruining their city. What if a small group of women who really love casual sex, get wind there are a lot of men going to Vallejo in search of some “trim”, and the picking is as easy as just being on the corner. These women put on their minis, booty shorts, etc to immediately catch the eye of these men, and go to the areas or location which cannot be mentioned or explained, and when a guy ask if they are working, they say they can be had free, no money. Even though they may get their picture taken by the neighborhood watch groups, could anyone do anything about them? They are not making any money from it, even though they would look like hookers and get their sexual partners from passing cars, in actuality they would be no different from any promiscuous woman that sleeps around because she loves sex? Why does simply wanting to have sex with many men for free is seen as better than having sex with many men for money? How does the money make it more heinous? [NSFW!!]
