Should there be special laws or sentencing enhancement for those who steal specialized equipment from the handicapped?

Over the year, there have been several stories where thieves have stolen specialized wheelchairs, vans, walkers, etc from the handicapped; many end up being children. This equipment is not cheap and often not easy to insure. A man had his specialized van stolen, and with out it he was severely less self-sufficient. A girl had her specialized wheel chair stolen, and with out it she is completely housebound. Given the nature of these types of equipment in enabling the handicap to be more functional, if the penalty were stiffer it would make a thief think harder before stealing it. It is not as if you can take the items to the flea market or a pawnshop and turn it for quick cash. Would stiffer penalties take some of the appeal out of swiping these items, even if just because it was easy to do and not for any money?
