What do you think of Congress?

The approval ratings for Congress have reached an all time low at 14%.
I’m wondering if this has more to do with the gridlock between the parties or if it’s about the institution itself.
Personally, as an institution, I like Congress. It was formed to deliberate the people’s business. I like the idea of representatives debating how to make the country a better place.
Also on a personal note, I dislike the current gridlock there. It appears there is more posturing than real work being done.
