What would make an idiot try to pass three cars in a 300 foot no passing zone with no visibility?

I crested a hill tonight just before my house heading into a little dip in the road. There’s a SUV trying to pass a line of three cars. I also have a SUV following me a little closely. I seriously figured it was over. What would make an idiot try that? There is no way he can clear the third car before the crest of the hill. Why would anyone try anything like that?
