[Probably Nsfw] How come men can wander around topless in the sun & women can't, I mean...it's just not fair?

Here in lil ol englandtown we don’t get much sun, no it’s true!
For a brief little period of around…ooh, a week or so which we like to call summer, some of us blokes peel off our shirts & go about without a care in the world.
What about the womenfolk though? If they chose to go about their daily business all topless & everyfum, they’d very likely get arrested on grounds of indecent exposure.
Topless beaches are fair enough & nudist camps are, well…lets not go there. I’m on about your typical average day to day stuff, get em out girls, you know you wanna =0}
