What is doing this to the freeway?

These are killing my low profile tires! It looks like something extremely heavy was dragged down the freeway , it’s about 1 ft into the lane, some places it’s a solid line, other times it just seems to skip around the road. They aren’t putting down new asphalt but they are widening the freeway (just getting the land near the freeway ready by clearing brush and whatnot).
Anyone know is making these tire shredding marks?
