How come people can’t stick to the question?

There is a question that has ”A”, ”B”, ”C”, and ”D” as options to choose from. Somebody comes along and doesn’t like either option so they introduce an option like ”H” that wasn’t in the original question. Why do people insert options or answers in a question and not just stick with the options presented; or pass the question up?
