What country would you rule?

I see lots of political opinion discussed here, sometimes with rage involved. I would like to see each who wants to have an opportunity to strut their political attributes. You can rule your own country here, but please stick to my rules for answering. (I should be allowed command of something, if I am offering up the world. Right?)
* Choose a country you would like to rule.
* Explain what you like about tha country, what you feel should be changed, and how you would make those changes.
* Just for extra fun, what would you do with the current ruler when you take over? Banishment? Prison? Execution? Worse?
* If you want to have more than one country, go for it, but please list each country in its own response.
* Consider this a game of Fluther Risk. If someone else chooses the same country you want to, describe everything the way I have listed here, then do a separate description as if the person you disagree with was the previous ruler. What changes would you make to their plan of action? What would be the fate of that ruler?

I am expecting some fireworks. I am also expecting some very intelligent contributions. Pick your brain a while, mull it over, then impress me with a super well laid out plan. Your other choice, since this is in social, to be cleverly comical. Want to wreck a country so the US can march in and take it? Have a fictitious country to invade?
