When we talk about a number of refugees that we will allow to come, is each allowed extra family members, in addition?

A friend wrote something on FB about 100,000 refugees coming to the US. I responded that I didn’t think the number was that high. She wrote that each refugee is allowed 8 additional family members.

Is that true? It makes no sense but then again, anything “governmental” doesn’t usually make sense, anyway.
