Could it be considered a criminal action that Donald Trump's campaign distributed 20,000 tickets to an event in a venue that had a capacity of 1,400?

“If Phish was holding a free concert at the Flynn and gave away 20,000 free tickets, we would cancel the event out of public safety concerns,” Burlington Police Chief Brandon del Pozo told the Burlington Free Press. “We are committed to accommodating the campaign because political speech is the very essence of the First Amendment.”

In other words the event would have been cancelled had it not been a political or religious rally.
Wouldn’t the campaign have been liable if there had been rioting or a public panic that resulted in injury to attendees?

Trump still didn’t manage to fill the hall with canned supporters.
