Is there a reason some people attempt to float or propagate lies that can be debunked?

Lies that are easily debunked or cannot be proven, are there reasons some people keep trying to apply them as truths? Are they hoping that a fresh batch of ears that were not present when the lie got debunked the last time will be gullible enough to fall for the newest incarnation? If the lie is against a public figure is it more believable? Does that not matter but how much malice the lie teller has against him/her? Do some people believe if they tell lies long and hard enough they will be real?Lies that are easily debunked or cannot be proven, are there reasons some people keep trying to apply them as truths?
