Can you create a youtube account to preemptively copyright claim your own videos, to prevent companies from abusing the content-ID system to claim fair-use videos?

What about using such an account retributively, to flag videos from the companies’ official accounts?

No. The big guys with their automated ContentID systems will pay no attention to your copyright notice.

They will railroad you.
