Can I have help with a computer question....(rest in details)

We are filling out a E-visa for Mrs Squeeky , and the instructions are for a photo it has to be between 10 to300KB and there are no settings on our scanner for KB just DPI,my question are they the same thing when it comes to scanned photos?

Convert it to jpg, then lower the resolution to as small as possible, crop it if you can, then save it with lowered quality/increased compression.
You can use a freeware image editor, like xnview, to do that.
