Does NYPD uses contractors for the maintenance of their fixed wings aircrafts?

My nephew is a senior studying at Vaugh College of Aeronautics & Technology working on obtaining next May ‘09 his power plant license and would like to work part time with a contractor that provides support to the NYPD. Although he doesn’t have the power plant license yet he does have the airframe license.

The work is done in-house by their New York City Police Department Aviation Unit, based in Brooklyn. The maintenance people are NYPD officers too.
