What makes the screenshot get dragged out of the "paint"? (Please see detail)?

Your link is messed up. Edit the question so I can see what the thing you are trying to do is. It wouldn’t hurt to add some more detail, too.

@flo I typed the link in manually and found what you are trying to do. Try selecting the tool with the yellow box and other objects in it seen in this image before selecting the image.
