Is the Coast Guard doing the right thing?

Apparently the Coast Guard has stopped a fleet of barges sucking up oil in the gulf because of safety violations! The Gov. of Louisiana is out of his mind over this. Are they doing the right thing in not allowing these grass root efforts to help clean up this oil spill because they may not have fire extinguishers on board or perhaps of an issue over who may have built the barge? Isn’t what makes us so great is our ability to rally to the cause and improvise as needed to get the job done when all else fails! Is this prudent of the Coast Guard to do this or another example of a bureaucratic meltdown?
